Jazairi 10 Posted June 12, 2011 Partager Posted June 12, 2011 Israeli Economist Enters Race to Lead I.M.F.By JACK EWING Published: June 12, 2011 FRANKFURT — With arguably the most impressive résumé and the least chance of succeeding, Stanley Fischer, the governor of the Bank of Israel, has added his name to the list of candidates to be managing director of the International Monetary Fund. An internationally renowned economist who is credited with stabilizing the Israeli shekel during his six years as head of the country’s central bank, Mr. Fischer also spent seven years as first deputy managing director of the I.M.F., and knows the organization well. “It was because of this experience that I decided to stand,” Mr. Fischer said in a statement Saturday. But despite Mr. Fischer’s qualifications even he seemed to acknowledge that he has only a slim chance of being chosen over the front runner, Christine Lagarde, the French finance minister. Agustín Carstens, the governor of the Mexican central bank, is also campaigning for the job. “An extraordinary and unplanned opportunity has come up, possibly one that will not come again,” Mr. Fischer said in the statement Saturday. He decided to pursue the I.M.F. job, he said, “despite the process being complicated and despite the possible barriers.” Mr. Fischer had a distinguished academic career before entering public service, writing numerous economics textbooks and serving as head of the economics department at the Massachusetts Institute of Technology. He was also chief economist at the World Bank from 1988 to 1990. He has private sector experience as a vice chairman of Citigroup from 2002 to 2005, when he became governor of the Bank of Israel. “On the basis of his qualifications he is as serious as either of two candidates,” said Carl B. Weinberg, chief economist of High Frequency Economics in Valhalla, New York. “The work he has done in stabilizing the Israeli economy and stabilizing prices is viewed as a textbook application of monetary policy.” But the obstacles to Mr. Fischer’s candidacy are formidable. As he acknowledged in his statement, at 67 he already exceeds the age limit of 65 for candidates for managing director, meaning a change in I.M.F. rules would be necessary for him to be elected by the 187 countries that participate in the selection. With joint U.S. and Israeli citizenship, Mr. Fischer’s passports work against him. By informal arrangement, the United States supplies the head of the World Bank, while the head of the I.M.F. comes from Europe. In addition, Arab countries might object to an Israeli in the I.M.F. post. “Stan Fischer would make an excellent I.M.F. managing director. But, at this late stage, he does not have enough support to succeed,” the economist Nouriel Roubini told Reuters. Mr. Fischer was voted most suited to run the I.M.F., in a Reuters poll of economists. The I.M.F. executive board has set a June 30 deadline for selecting a successor to Dominique Strauss-Kahn, who resigned as I.M.F. managing director last month after being accused of sexually assaulting a hotel maid in New York. Ms. Lagarde is highly regarded for her negotiating skills, and has the strong support of Germany, where she enjoys a warm working relationship with Wolfgang Schäuble, the finance minister. The fact that she is a woman might also help restore the reputation of the I.M.F. following the arrest of Mr. Strauss-Kahn, who denies the charges against him. Though she is the front runner, Ms. Lagarde faces abuse of power charges for her intervention in a court case involving a French tycoon. A French court moved on Friday to postpone a decision on the investigation, removing an immediate hurdle to her candidacy but leaving her open to possible future legal proceedings. Ms. Lagarde has been on a worldwide tour of countries including Brazil, India and China in what appears to be a successful campaign to win support from developing nations, some of which had said it was time for someone from a poorer country to manage the I.M.F. Emerging economy Indonesia also threw its backing behind Lagarde while a late challenge from Israel’s Stanley Fischer faltered as fast as it emerged. Indonesia was previously non-committal on the race for the top IMF job as Southeast Asian and other emerging market nations discussed the possibility of putting forward a candidate from their region. Lagarde, already backed by the European Union and a handful of smaller countries, gained a personal message of approval from her opposite number in Jakarta, Finance Minister Agus Martowardojo. Several large emerging economies have been critical of the longstanding tradition of the IMF being led by Europeans. The French finance minister, who is on a world tour to drum up support, said during a Sunday stop in Cairo she had got “very affirmative” support there, suggesting new fans now included two of the world’s most populous Muslim countries. The top position at the world’s main rescue-lending agency became vacant after Frenchman Dominique Strauss-Kahn resigned following his arrest by police on May 14. He has been charged with the attempted rape of a New York hotel maid, which he denies. On Saturday Bank of Israel boss Stanley Fischer, once second-in-command at the IMF, said he was joining the race. Until then her only real challenger had been Mexican central bank chief Augustin Carstens, whose bid has been seen to be trailing badly. Fischer’s surprise move looked something of a long shot. At 67 he is two years past the maximum set for applicants. Israeli Finance Minister Yuval Steinitz admitted on army radio hours that Fischer’s “chances are not great,” because of politics as well as his age. “Were it purely professional one would be hard pressed to find a better person than Fischer,” Steinitz added. Fischer was born in Zambia but holds both Israeli and US citizenship. The former could pose a problem for Arab countries and the latter because the IMF job normally goes to a European on the grounds that a US national already gets to fill another post, the top job at the World Bank. Fischer’s IMF record may additionally be questioned in Asia, where he remains associated with harsh IMF-backed free-market policies the region was forced to adopt in the late 1990s in return for aid to counter a financial crisis. “Personally I support France,” Indonesian Finance Minister Agus Martowardojo said. “She is a very professional person. She is smart in interacting between institutions, and has high integrity and skills,” the minister said in comments during an economic forum in the Indonesian capital. Lagarde’s latest campaign stops included Saudi Arabia on Saturday. Mexico’s Carstens visited New Delhi on Friday but appeared to fail to secure backing. India and the other biggest emerging market economies China, Brazil, South Africa and Russia have called for an end to Europe’s grip on the top IMF job but they have failed to put up a candidate of their own or explicitly back Carstens. “There is not the capacity to build consensus among the emerging market nations behind one candidate, irrespective of who that person is, and besides that the Europeans feel very strongly,” said Ian Bremmer, president of political risk consultancy Eurasia Group. “I think it’s virtually impossible to unseat Lagarde at this point.” Whoever gets the job may end up with more than the world’s large post-recession debts to worry about, after revelations that the Washington-based IMF’s sensitive databases and economic information archives may have fallen prey to cyber hackers.
